Baltimore has two catapults to the Hipper's single and one more potential aircraft. Baltimore gets a 1 knot advantage in speed. Then there is the armor question, Baltimore takes an edge there. The Hipper's have a range advantage, the Baltimore's have a firepower advantage (weight of broadside and penetration). I think it would come down to which got in the hits first.
